Very small room & difficult to enter the hotel

We booked this hotel in good faith, but instead we were moved to a separate building that is clearly unfinished and still under construction. The main entrance is old and run-down, and the stairway is dangerously steep and in a state of disrepair.
Inside the room, the paint was not even dry. The overwhelming smell of fresh paint made it extremely difficult for us to breathe. We were forced to keep the windows open all night just to allow some air circulation.
The noise level was absolutely unacceptable. We could clearly hear our neighbors talking and cooking, which kept us awake the entire night. Every time the upstairs guests used the shower or flushed the toilet, an incredibly loud, waterfall-like noise thundered through our bathroom. It was impossible to rest under such conditions.
This situation is completely intolerable and far below any acceptable standard of accommodation. I have recorded both audio and video evidence of these conditions.
I strongly demand a full refund of the amount paid for this hotel stay.
