The hotels on the beach are $1K+ per night, so the White Penny Hostel location is as close to beach as you can get without having to pay as much. Incredible value and the place was clean and surprisingly the other hostellers were quite quiet, probably because there aren’t that many communal spaces in the hostel itself.
Motel Mexicana is in the vicinity, so loud music at night but I wore ear plugs to block out most of the noise except for the bass.

The beds were comfortable and the air conditioning was good but I couldn’t really feel it in my bottom bunk. I like the lockers they were spacious and you could access them with a card.
The location was a bit strange. But I found Seminyak a bit of weird place anyways.

Great bed and mattress in a central location
Very clean and quiet, good wifi
Currently undergoing serious renovations which means there is no pool and dust everywhere.
I'd specifically searched for hostels in Seminyak with a pool and kitchen. The pool was closed for renovations and the kitchen consisted of a sink, fridge and hot water dispenser with a sign saying to ask the staff for what you need. The on-site restaurant was very reasonably priced but like the rest of the hostel a bit dead.
