As the name suggests, you get a direct view from the ramparts. The nearest rampart access point is around 10m away from the room.
You really don't get privacy on the balcony.

The staff are ever helpful and pleasant, the room was simple but comfortable. The location is utterly fabulous. Sitting on our balcony watching everything going on down on the street and up on the ramparts was the highlight of our stay in Galle and that was without the roof. We sat on a bench on the roof to watch the sunset and waved and interacted with so many other people it was the best part of the day.
We had a kettle in the room, a small fridge would have been nice, but that is a very small quibble.

The view was absolutely worth it. The sunset views from the roof was wonderful and you are a short walk to the Lighthouse.
The place would be about a 3 out of 5 (this a lower-end "Z Hotel") but you have to consider that the owners made this as comfortable as possible considering how old the building is. It was clean and the bed was comfortable.
Was very noisy till around 1am - but I didn't mind hearing the music.
